NON-PAYING-CITIZENS

Imagine if from now on, everyone who was born didn't have to pay for anything.

As soon as they become old enough to move out, they live with a host person.

While the host person is at work during the day, the non-paying citizen would sleep in their bedroom.

Then during night time the n.p.c would go out and work. I'm not sure what sort of work.

They could go round the cities making art.

And they could easily be given some of the excess food that shops throw away to eat.

Some of them could keep libraries open 24 hours, so other n.p.c's could learn.

It would be a whole nocturnal mini-civillisation.

And because they don't need to earn money, they could do all the jobs where being impartial is really important like government.

They would be like those monks who only live off what they are given.

And it would be everyone else's job to make sure the n.p.c's can be looked after.
